PPP project for the Construction of the Outdoor Port in the Port of Gdynia

Based on a contract signed today, a consortium composed of Domański Zakrzewski Palinka (DZP), Ernst & Young and WYG International will provide the Ministry of Investment and Development and the Zarząd Morskiego Portu Gdynia with comprehensive legal, economic, financial and technical advice in order to lead to the selection of a private partner for the implementation of the project entitled "Construction of the Outdoor Port in the Port of Gdynia".

Consortium advice will include, among other things, the preparation of the project structure (including an analysis of the possibility of using EU funds), and then support in selecting a private partner and concluding a PPP contract. The value of the project's investment outlays exceeds PLN 3 billion.

The construction of the Outer Port in Gdynia is included in the Sustainable Development Strategy of Transport by 2020. (with a perspective until 2030) as a strategic government project. The project is also included in the list of key infrastructure projects of the TEN-T Baltic-Adriatic Corridor at the Gdynia transport hub (thus enabling its implementation with the support of EU funds). The project involves the construction of a new deep-water port infrastructure (which will enable the handling of the largest ocean-going vessels), including a container terminal, a universal terminal, and potentially fuel terminals.

On behalf of DZP, the project will be carried out by an interdisciplinary team led by Marcin Krakowiak, Partner and Head of Infrastructure and Energy Practice, specializing in advising on PPP, Tomasz Darowski, Partner and Michał Przychoda, Senior Associate, experts in the implementation of infrastructure projects in the PPP model.
