  • Advises on infrastructure projects carried out under the Public Procurement Law or using partnership structures, i.e. PPP, concessions and other forms of co-operation between public and private partners.
  • Specialises in issues involving public-public cooperation (in-house procurement).
  • Heads projects concerning exclusion of the obligation to apply the Public Procurement Law covering entity and subject-matter exclusions.
  • Extensive experience in the energy, defence, waste and transport sectors.
  • Participant in legislative work on implementing EU regulations on public procurement to the national legal system.
  • Until March 2009 as the Director of the European Union and International Co-operation Department at the Public Procurement Office he was Polish representative on the European Council’s Working Group on Public Procurement and on the Advisory Committee for Public Works Contracts set up by the European Commission.
  • Member of the Public Procurement Board by the President of the Public Procurement Office.
  • Member of a working group set up by the Ministry of Development to review the law on public-private partnerships and to draw up a government policy in this respect.
  • Member of the Public Procurement Law Association.
  • Lecturer in post-graduate public procurement studies and public-private co-operation at the Warsaw School of Economics and Mikołaj Kopernik University.
  • Member of the Chamber of Advocates in Warsaw.
