  • Heads the public procurement team and specialises in Polish and EU law.
  • Advises on complex investment projects carried out through partnership structures (PPP, concessions) and other forms of public-private cooperation, particularly with the participation of foreign entities.
  • Advises private and public entities at all stages of public procurement procedures, when applying legal protection measures, and during performance of public contracts.
  • Has extensive experience in advising clients in, e.g. the construction, energy, defence, IT, medical and waste management sectors.
  • Supports businesses during legal analyses of the effects of proposed amendments to public procurement legislation and during the legislative work itself.
  • Advises on competition law in public procurement, with special focus on the problem of bid-rigging.
  • Has provided strategic advice for many years to foreign entities expanding onto the Polish market and Polish businesses wishing to expand abroad.
  • One of the partners responsible for the development of international relations at DZP.
  • Speaker at numerous seminars and conferences on problems related to, e.g. public procurement and infrastructure investments.
  • Co-author of highly regarded national and international publications, including "European Public Procurement. Commentary on Directive 2014/24/EU", "Combating Collusion in Public Procurement: Legal Limitations on Joint Bidding" and "Directive 2014/24/EU on Public Procurement. Commentary".
  • Vice-president of the Public Procurement Law Association.
  • Member of the International Bar Association (IBA), the International Association of Young Lawyers (AIJA) and the Inter-Pacific Bar Association (IPBA).
  • Member of the Warsaw Bar Association of Attorneys-at-Law and the Advocates Chamber in Barcelona.
